Our client is a company with well over 25 years of shipping experience, the last 15 years has seen the company concentrate its activities in the offshore segment of the industry. They are looking to hire Technical Superintendent to be based in the UAE.
Function:
The Technical Superintendent reports directly to the Deputy Operations Manager.
The incumbent will travel extensively to undertake the duties as specified.
Based in the UAE the job encompasses and is responsible for the full operations and management of vessels designated to the Technical Superintendent by the Company. This fleet may vary from time to time. The job holder will take ownership of every aspect of the designated vessels ensuring that they are maintained in a safe condition, that operating system and procedures are understood by vessel crews and complied with all times. Safety and implementation of initiatives that will continually improve operating standards will be of paramount importance.
Responsibilities to include but not exclusively the following -
Vessel Management
* Responsible for the efficient management of all elements of designated vessels, including but not limited to technical integrity, safety appliances, equipment, procedures, stores, spares, food, and living environment.
* Arrange with Class surveyors attending vessels for statutory surveys and maintain vessels to Class standards.
* Ensure vessels technically comply with local regulations and those defined in charter parties.
* Reporting and Records
* Ensure the Operations Manager is fully informed on all matters relating to repairs and maintenance of the assigned vessels.
* Attend vessels for the required number of defined Annual inspections and SMS Audits and produce timely reports in line with Operational Procedures.
* Complete comprehensive Vessel Inspection Reports in accordance with the Departments Operational Procedures.
* Compile monthly Vessel Status Reports on repairs and performance against vessel budgets.
* Maintain accurate records of all deficiencies and any repairs carried out, defining those deferred to dry-docking, ensuring all preparations are made prior to docking.
Financial
* Assist the Operations Manager in compiling accurate budgets for the vessels' operation.
* Formulate Application for Expenditures.
Planned Maintenance
* Ensure that vessel integrity is maintained to include the systematic maintenance of all systems, plant and auxiliary equipment.
* Compile dry-dock Work List and Tenders for timely submission to the Operations Manager as required
* Determine most cost-effective means, undertake maintenance and repairs prior to commencement.
* Evaluate all data from vessels including End of Month Returns and appropriate action be taken to ensure that the vessel integrity and expected operational performance are monitored.
* Produce accurate dry-dock work scopes.
* Management and Supervision
* Supervise and co-ordinate all repairs including dry-docking and insurance claim repairs and ensure that all work meets specifications.
* Supervise sub-contractors workshop employees and base personnel for designated vessels and equipment.
* Assist in the induction, training and development of vessel technical staff; ensure that standards of performance meet company and customer requirements.
Purchasing and Verification of Purchases
* Approve purchases against previously agreed budgetary levels, up to the agreed limits of authority
* Recommend to Operations Manager the appointment of Ships Agents and chandlers as required and checking their performance and validity of disbursements
* Checking that all goods, fuel, lube oils purchased for vessels, are used solely for the purpose for which they are intended.
* Monthly overseas order requirements to delivery onboard vessels, report variances to Operations Manager.
General
* Ensure comprehensive and detailed handovers to designate.
* Ensure insurance claims are effectively processed in a timely manner as applicable

Profile:
The Technical Superintendent preferrably sailed as a Chief Engineer before and has a degree in Marine Engineering, with experience in the offshore industry. They need to be conversant with Class and ISM regs and have planned and supervised dockings.
